It appears that there is a rumour of a suggested rapprochement between the North and the South. There appear to be strong reasons on either side compelling the parties to this action. On the Southern side it appears to be recognised that, even if it is possible to obtain military control of the North, continued

domination of the Northerner by the Southerner is im- possible; it would never be tolerated by the North. Secondly there are signs of exhaustion in the South, financially as well as in the army. On the Northern side the rumours of possible regional recognition provide a difficult problem. There is nothing in the North, except Chang Tso-lin and his three Man- churian provinces and perhaps Yen Shi-Shan and his one province (Shansi), which can put forward claima to recognition at all comparable to the claims the South can make. On both sides, North as well as South, the difficulties connected with foreign treaties, in case China is so divided that there is no Central Government which can represent it as a whole, are bə- ginning to be recognised. And it is for these reasons that an attempt is being made to reconcile the separate claims of North and South at the same time allowing the Treaties to be observed to a degree sufficient to avoid foreign entanglements.

It is proposed to form a Government at Wuchang or elsewhere in Central China which will represent a federation of the North and of the South for the pur- pose of dealing with foreign relations, in orther respects the North and the South to be independent of
